Can foreigners buy real estate in Cambodia?
Let’s start with foreigners looking to purchase real estate in Cambodia. First, you cannot purchase landed property in Cambodia. Although, there are ways around this, such as using a nominee structure or registering a holding company to purchase the property. However, if you are considering exploiting this loophole, you really should seek legal advice first.
In the past, foreigners could buy apartments from the first floor upwards, but that is now no longer possible. This leaves strata title, ie. a condo, as the only legal option for a foreigner to purchase Cambodia real estate.
A foreigner can buy a condo in a property that was built since 2009, but only where the building has been legally registered as a strata property. You should ensure that this is the case before purchasing your condo.
The situation is far easier for Cambodians. Currently, borey are proving extremely popular for people looking at Cambodia real estate for sale. Property ranges from affordable housing in the $20,000 to $30,000 bracket, up through the midrange to super high end luxury villas.


Buying land in Cambodia
Land is also extremely popular either as an investment or in order to develop. As prices in Phnom Penh have soared in recent years, the canny buyer will look to the provinces for the best deals.
Hard and soft title properties
In Cambodia there are two types of title – hard and soft. Hard title is more secure and issued by the ministry, whereas soft title is issued by the local sangkat, or administrative sub-division. Hard title is more expensive but is also more secure as an investment.
